public transportation here sucks

but it makes sense for us to lack public transportation because our infrastructure is more designed for driving motor vehicles

that and this country is gigantic and gas prices are cheaper than that of other countries

so driving the obvious choice

It really depends on how you define the city limits. For most cities, there isn't a sharp natural cut-off of where the city ends and where the surrounding suburban area begins. Of course, there is a clear jurisdictional/administrative boundary, but this boundary has only limited relevance to what people typically have in mind when they consider the 'size' of cities.

It's really odd that Hong Kong didn't make the list. It's insanely dense with hundreds of skyscrapers. They could only build up with the land they had.

They had to create an island to build their international airport runways.

Hong Kong is generally quite mountainous, and the most built up areas on Hong Kong Island and Kowloon, while impressive, only cover the core of the territory.

When Hong Kong fully returns to China in 2047, maybe it'll be counted as part of Shenzen's metropolitan area. The 13th Five Year Plan mentions a long term vision for linking all the cities in the Pearl River Delta into a megalopolis.
