That is how it works.
If the temperature outside is higher than the liquid refrigerant inside the pipes of the evaporator, the refrigerant will boil as usual and extract heat from the cold air of outside your house (making it even colder) and pumping it into your room.
You could try and install it that way, there is a little sensor in front of the evaporator which tell the equipment the temperature of the room, if you let it outside it will do nothing since outside is already cold, however if you bring the senson inside the unit will non-stopping pump heat into your house.
However, a prolonged use might make the compressor suffer.
