I mean, Scandinavia's in that group as well. Denmark just experienced the whole migrant debate as it is today back in the 80s, when the country briefly became famous for having "the world's kindest immigration policy". But the laws of all those countries are still very based on trust and compassion for your fellow man.
Hell, Denmark kicked its Jews over to Sweden when the Nazis came, resulting in something like 90+% of them being saved. And Norway was instrumental in holding back Hitler's nuclear program long enough that it never came to fruition.
But by most of the world's standards, all of those countries are extremely left-wing in an economic sense.
